KRS holds to the principle of subsidiarity, which recognizes that those with local responsibility
usually have the most complete understanding of their situation and are, thus, best equipped
to recognize and respond to local opportunities and challenges. Therefore, all candidates for
ordination must be recommended to KRS by the leadership of their local church or by their
ministry board (whomever is issuing the call to ministry and providing local oversight).
